APULIA FILM FUND

The total financial resources provided for this Notice amount to EUR 5,000,000 from Action 1.9 of the Regional Operational Program for Puglia 2021-2027, with the following application timeframe:

from 09:00 am on 29 January 2024 to 12:00 pm on 28 February 2024

To whom it is addressed

Micro, small or medium-sized enterprises, with primary ATECO code 59.11.

The fund has a total allocation of EUR 5 million and is aimed at supporting the production phase of audiovisual works or series of works.

 

Types of eligible projects and minimum production thresholds in Puglia

The types of projects eligible for subsidy are audiovisual works pertaining to the categories listed below, produced in whole or in part in Puglia:

  • category A: fiction feature film with a minimum duration of 52 minutes, whose principal use is cinematic;
  • category B: individual and serialized fiction works for television and the web with a minimum total duration of 90 minutes, mainly intended for television broadcasting, including SVOD;
  • category C: creative documentaries with a minimum running time of 52 minutes, primarily intended for cinematic use; creative documentaries, in one or more parts, not primarily intended for cinematic use;
  • category D: animated feature films with a minimum duration of 52 minutes; animation series projects with a total minimum duration of 24 minutes;
  • category E: fictional short films with a duration of less than 52 minutes; musical short films (music videos); animated short films with a minimum duration of 5 minutes;

 

Financial coverage of the budget

For categories A) and B) the projects must possess:

  • minimum financial coverage of 45% of the cost of the sample copy;
  • a deal memo or a distribution contract with a broadcaster or audiovisual media service provider on other media of national and/or international relevance;
  • a production plan that includes at least 30% of shooting days in Puglia.

For category C) the projects must possess:

  • minimum financial coverage of 30% of the cost of the sample copy;
  • a production plan that includes at least 30% of shooting days in Puglia.

For category D) the projects must possess:

·      minimum financial coverage of 45% of the cost of the sample copy, to be documented in the application form and detailed in the Financial Plan (Annex 1d);

·      a deal memo or a distribution contract with a broadcaster or audiovisual media service provider on other media of national and/or international relevance;

·      a production plan that includes the realization in Puglia of the following, alternatively:

 

       storyboarding for at least 20% of the series episodes or at least 20% of the total duration of the feature film calculated in minutes;

       animation for at least 20% of the series episodes or at least 20% of the total duration of the feature film calculated in minutes;

       lighting and/or rendering and/or compositing and/or color correction for at least 20% of the series episodes or at least 20% of the total duration of the feature film calculated in minutes.

For category E) the projects must possess:

  • minimum financial coverage of 0% of the cost of the sample copy;
  • a production plan that includes at least 30% of shooting days in Puglia.

 

Aid intensity

The amount of the subsidy for each beneficiary company cannot differ in any way from the following amounts specified below:

  • Category A: minimum EUR 80,000   – maximum EUR 320,000  
  • Category B: minimum EUR 250,000 – maximum EUR 450,000 
  • Category C: minimum EUR 40,000 – maximum EUR 120,000 
  • Category D: minimum EUR 300,000 – maximum EUR 500,000 
  • Category E: minimum EUR 10,000 – maximum EUR 40,000 

 

 

Selection criteria

Applications that achieve an overall score of no less than 60 out of 100 total points in the technical evaluation will be considered eligible for funding, within the limits of the Notice’s budget. In the case of an overall ex aequo score achieved by several proposals, priority will be given to the project proposal submitted first in chronological order, in terms of date and time of receipt by the Apulia Film Commission Foundation.

 

Assessment results

The assessment results of the Technical Committee will be acknowledged by way of a special document by the Director General and published in the Official Bulletin of the Puglia Region (BURP), on the institutional website of the Foundation in the appropriate section, and will include the list of eligible funded projects and non-funded projects, based on the total score obtained, as well as those excluded with respective reasons.

Apulia Film Fund is the main platform for supporting audiovisual productions by Apulia Film Commission and the Puglia Region. The public notice underlying the fund is aimed at financing the production of full-length and short fiction or animation films and documentaries. The fund encourages the production of as many filming days as possible in Puglia, along with the use of Apulian suppliers and workers registered with Apulia Film Commission’s Production Guide database, thus guaranteeing, within the regional territory, direct and indirect impacts, especially of an economic and employment nature. Over the last 15 years, nearly 500 audiovisual productions have chosen Puglia as the location for their films and as a result, more than 30 million euro have been invested during these years of activity, having an economic impact of almost 100 million euro on the territory, as well as an obvious return in terms of image.
